- In a small bowl, whisk together the brown sugar, soy sauce, sesame oil, red pepper flakes, and ginger to make the sauce mixture.
- Heat the vegetable oil in a large cast iron skillet over medium high heat. Add the minced garlic and cook, stirring constantly, until it smells fragrant, about 1 minute.
- Add the ground beef to the skillet. Cook until browned, about 3 to 5 minutes, breaking up the beef as it cooks. Drain any excess fat from the skillet.
- Stir in the prepared soy sauce mixture and half of the sliced green onions until everything is combined. Let the mixture simmer until it is heated through, about 2 minutes.
- Serve the beef immediately over rice. Garnish with the remaining green onion slices and sesame seeds if you wish.
