- In a small bowl, whisk together the soy sauce, brown sugar, sesame oil, minced garlic, grated ginger, and red pepper flakes. Set the sauce aside.
- Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the ground beef and cook, breaking it apart with a spoon, until it is browned. Drain any excess fat from the skillet.
- Pour the prepared sauce over the cooked beef in the skillet. Stir to combine and bring the mixture to a simmer. Cook for 2-3 minutes, or until the sauce has slightly thickened and coats the beef.
- To serve, divide the cooked rice among four bowls. Top each bowl with the Korean ground beef mixture.
- Garnish with sliced green onions and sesame seeds before serving.
