- Preheat your oven to 350 degrees F. Spray two 6-cup donut pans or one 12-cup donut pan with cooking spray.
- In a medium bowl, stir together the flour, baking powder, baking soda, salt, and cocoa powder.
- In a separate large bowl, combine the sugar and oil. Whisk until fluffy.
- Beat in the eggs one at a time, then add the vanilla extract. Continue beating until well-mixed.
- Pour in the flour mixture and milk. Fold until just combined. Do not over-mix.

- While the donuts cool, prepare the glaze. Stir together the confectioners' sugar and milk in a small bowl until you have a smooth, thick glaze.
- Dip the tops of the cooled donuts into the glaze. Place them on parchment paper.
- Sprinkle the tops of the glazed donuts before the glaze sets. Let the donuts rest until the glaze has finished setting. Serve at room temperature.
