- Preheat your oven to 375 degrees F. Lightly grease a 9x13 inch baking dish.
- Cook the ground beef in a large skillet over medium heat until browned. Drain any excess fat.
- Stir the tomato soup, picante sauce, water, and chili powder into the cooked beef. Bring the mixture to a simmer.
- In the prepared baking dish, layer half of the tortilla pieces on the bottom. Pour half of the beef mixture over the tortillas. Sprinkle with half of the cheese.
- Repeat the layering process: remaining tortillas, remaining beef mixture, and the rest of the cheese on top.
- Bake for 25 minutes, or until the casserole is hot and the cheese is melted and bubbly. Let it stand for a few minutes before serving.
