- Boil salted water in a large pot and cook the pasta according to the package directions. After draining, reserve 1 to 2 cups of the pasta water, then set the pasta aside.
- Heat the olive oil in a large skillet over medium heat. Add the diced onion and green bell pepper. Cook for 3 to 4 minutes until soft.
- Add the ground beef to the skillet. Cook until browned, breaking it apart as it cooks. Add the crushed garlic, oregano, paprika, salt, and black pepper. Cook for one more minute.
- Mix in the tomato paste and tomato sauce. Let the mixture simmer for about 5 minutes.
- Stir in the cream cheese and sour cream until the sauce is smooth and creamy. Cook the sauce just until it is hot.
- Add the cooked pasta to the skillet and toss it in the creamy beef sauce until everything is coated. If the sauce seems too thick, add a splash of the reserved pasta water.
- Tear the fresh basil leaves and sprinkle them over the pasta. Adjust the seasoning to your taste and serve hot.
